Enoch Fung is a Division Head under the External Department of the Hong Kong Monetary Authority (HKMA), responsible for overseeing the HKMA's participation in international and regional regulatory fora, including the G20 Financial Stability Board (FSB), Bank of International Settlements and the Executives' Meeting of East Asia-Pacific Central Banks. Enoch also represents the HKMA in a number of working groups under FSB on topical issues concerning global financial stability and regulatory developments.

Prior to his current position, Enoch was the Head of the Market Development Division, in charge of driving various HKMA’s policy initiatives in developing Hong Kong’s capital markets and asset management industry, including green finance, offshore RMB developments, infrastructure financing, corporate treasury, and the building out of Hong Kong’s legal and taxation platform for various fund structures. He was previously the Head of Financial Stability Surveillance Division, responsible for HKMA's market monitoring and macroprudential surveillance work.

Enoch joined the HKMA in 2011, after spending more than 11 years at Goldman Sachs, where he was a senior economist responsible for macroeconomic research and strategies in the Asia-Pacific region. Enoch had been based in Goldman Sachs' Hong Kong and Singapore offices.
